Suspicious Incidents
Public Safety responded to loud noise in the area of the 200 block of Liverpool. Public Safety determined the noise was from the gas station across the street thus Public Safety could take no action. Public Safety did advise the homeowner to call the Sheriff’s Office.
Public Safety responded to numerous calls to assist motorists during the snow storm. Public Safety will assist in contacting a towing company of your choice when these types of issues arise.
Public Safety checked nine ice fisherman and we are proud to say all were 100% compliant with rules and regulations.
We thank you for taking the time to read these important updates.

Monday night budget meeting brief
The open budget meeting
with a combination finance commission/board group discussed next year’s
proposed budget. The budget will not be final until board approval, which is
expected. The fiscal 2012/2013 budget contains no dues increase, making it I believe
four consecutive years with stable dues. Excess funding was actually credited
to P.O. accounts last year so the P.O. statements were less than the prior
year. So far so good.

Lesser of two evils!
My Wife Is Poisoning Me
Aman goes to see the Rabbi. "Rabbi, something terrible is happening and I have to talk to you about it."The Rabbi asked, "What's wrong?"
The man replied, "My wife is poisoning me."
The Rabbi, very surprised by this, asks, "I'm sure you're wrong."
The man pleads, "I'm telling you, I'm certain she's poisoning me. What should I do?"
The Rabbi then offers, "Tell you what, let me talk to her. I'll see what I can find out and I'll let you know."
A week later the Rabbi calls the man and says, Well, I spoke to your wife. I spoke to her on the phone for three hours. You want my advice?"
The man anxiously says, "Yes, please."
"Take the poison!"

Ice fishing... from Barb A.
Saturday Jan. 21st 2012 Candlewick Lake was dotted with ice shanties while Ice fishermen took advantage of a beautiful sunny day. Some Candlewick Lake residents treated their friends and families to one of the best fishing spots in Boone County catching their limit in no time, it was a great day for ice fishing but then any day fishing is a GREAT DAY!
Barb Appelhans.
10 year old Chris Podschweit mans two fishing holes along with the comfort of a small heater and fish finder.
Bryan Uinenski a.k.a" Big Man" from Machesney Park and Andrew Mills of Rockford caught their limit of Bluegills.
Jim Brefield looks out from his two man shanty that he pulls on the ice with his for wheeler.
Todd Jones and Jim Brefield filled their bucket with Crappies and Bluegills.
Holding a power auger Tyler Westlund- CWL, John Dickerson -CWL, Marcus Comstock Poplar Grove and Cory Czerwinski- CWL {all from North Boone High school} get ready to ice fish.
Judy, I couldn't agree more!
SPRINGFIELD, Ill. (CBS) — Illinois keeps falling farther behind on
its debt.
As WBBM Newsradio’s Regine Schlesinger reports, officially, the
state has a backlog of more than $4.25 billion in unpaid bills.
But Illinois State Comptroller Judy Baar Topinka says when one
factors in other bills, the figure is closer to around $8.5 billion.
Those
other outstanding bills include tax refunds, employee health insurance, and
bills that have not yet reached her desk.
Topinka says this is extremely disappointing, since a year ago,
the state sharply increased income taxes (by 67 percent) and corporate taxes.
“After the largest tax hike in our history, the state continues
to be in this precarious fiscal position with persistent payment delays, and
frankly, the situation is unlikely to significantly improve in the near term,” she said.
Some state officials say the solution is more borrowing to pay
the bills, but Topinka says the solution is to cut spending.

Good news...we have continuity
Our General Manager (Tracy Carter) after giving it a lot of thought has decided he would like to remain with us. This is very good news for our community. It will allow continued professional management as well as reliable follow through on all the various planned projects in the coming years. Today he signed a three year contract. We have a known good commodity in the position and we will not have to worry about this again for some time.

Tuesday night board meeting
Val Alt noted the blood
drive was a success with 91 total donors. The blood bank folks were very happy
with the results.
Next year’s officers for
the Rec Commission were announced with Jody Brown as chairman, Karl Steiskal
vice chair, and Karen Farkel will be secretary. Steve Lambright will be the
board liaison for the commission.
The new archery program
is authorized by the board with outside participation allowed only if the
participants are called in as guests by property owners.
A board stipend was
passed with $50.00 pay per board member per month if they attend at least on
applicable meeting. The vote was five to two. It will take effect after the next
election. I will comment more on this subject in a later post.
Next year’s budget will
be published in the February newsletter and it is going to be a tough year. I
will go in depth on this issue in a future post after the budget is published.
Our financial position
was reported by Jeff Lutzow indicating we have a total of $3,665,494 currently
on the books. About three million of this is in reserves for repair and
maintenance of our existing assets including the upcoming road program.
We currently have about
1000 “yes” votes for the CC&R restatement we must pass so another mailing
will be going out within about a week to pick up the last votes needed from
those who don’t respond well to the mailings. These will pass because they
must. This issue will not go away but some just are not interested in
participating in the vote. This is costing us every time we must mail to the
non-responders.
Tracy Carter (G.M.) went
through all the billing invoices from the dredger to be sure we are not being
overcharged for the silt pond and dredging the “dip”. The board agreed to allow
a 10% profit for the job, which is below the normal profit margin. This was due
to questionable overruns in the project and the board action was to be fair to
both sides. The actual job was very good so that was not a factor.
Please read the
Candlewick newsletter for the official minutes of this and all other board
meetings. That is the official record of actions. You may also want to visit the
new Candlewick web site. There is a link on the right side of this page.

Interesting item
Tonight at the CWL
monthly board meeting an item on the agenda may be of interest to some of you.
The subject of a community garden has been discussed in the past but now Sandy Morse
(board member) wants to pursue the idea. If anyone can organize this and get it
off the ground it will be Sandy. The discussion will be in the “new business”
segment of the meeting so it should not hit the floor before 7:30 if you wish to be in on the scoop (excuse the pun).
The meeting itself will start
at 6:30 with the first half hour for community input. Not a lot of real
exciting stuff to discuss at this one but as always all are invited to attend.

Sounds fine to me. Live like the rest of us!
Warren Buffett, in a recent interview with CNBC, offers one of the best
quotes about the debt ceiling:
"I could end the deficit in 5 minutes," he told CNBC. "You just pass a law
that says that anytime there is a deficit of more than 3% of GDP, all
sitting members of Congress are ineligible for re-election. The 26th
amendment (granting the right to vote for 18 year-olds) took only 3 months
& 8 days to be ratified! Why? Simple! The people demanded it. That was in
1971...before computers, e-mail, cell phones, etc. Of the 27 amendments to
the Constitution, seven (7) took 1 year or less to become the law of the
land...all because of public pressure.
Warren Buffet is asking each addressee to forward this email to a minimum of
twenty people on their address list; in turn ask each of those to do
likewise.
In three days, most people in The United States of America will have the
message. This is one idea that really should be passed around.
*Congressional Reform Act of 2012*
1. No Tenure / No Pension. A Congressman collects a salary while in office
and receives no pay when they are out of office.
2. Congress (past, present & future) participates in Social Security. All
funds in the Congressional retirement fund move to the Social Security
system immediately. All future funds flow into the Social Security system,
and Congress participates with the American people. It may not be used for
any other purpose.
3. Congress can purchase their own retirement plan, just as all Americans
do.
4. Congress will no longer vote themselves a pay raise. Congressional pay
will rise by the lower of CPI or 3%.
5. Congress loses their current health care system and participates in the
same health care system as the American people.
6. Congress must equally abide by all laws they impose on the American
people.
7. All contracts with past and present Congressmen are void effective
1/1/13.
The American people did not make this contract with Congressmen.
Congressmen made all these contracts for themselves. Serving in Congress is an honor, not a career. The Founding Fathers envisioned citizen legislators, so ours
should serve their term(s), then go home and back to work.

Had to pass this along
In the category of unbelievable but not surprising I must add this.....
This month's Smart Money magazine has an article about the part small print plays in so many facets of our society. A study was conducted to see how many people actually read the fine print when signing documents. The study had a form with small print that committed every signer to give each other electric shocks.
96% of the people signed the form, agreeing to shock each other. And so it goes!

Legal committee meeting
The Candlewick legal
committee met last Monday evening at 6 p.m. and provided one hour from seven to
eight for questions and comments from the audience to our lawyer regarding the
CC&R rewrites.
The crowd was very
sparse with questions from possibly five to six of the attendees. The attorney (Scott
Pointner) explained the restatement process and the reason we legally must pass
the restatement of our CC&Rs. The hour session should have answered all
questions on the spot or responses will be coming.
After the Q & A the legal
committee went into session again to continue working with our attorney on the
ByLaws. Those documents will be next in line that will need to be brought into
compliance. This process is very expensive but there is no choice, it has to
happen. Between legal fees, labor, copying, postage and other associated costs
this is not helping our budget, as you can imagine.

Possibly very good news! AQUA
It appears that although not yet final, the ICC is obviously leaning toward our side on the meter replacement issue as you will see below as well as other possible relief. Again, this could be appealed but it is sure looking better, thanks in no small part to the AQUA commission headed my Mary Budreau. All you folks who spoke at the hearing or simply attended to show support must have made an impression as well. Good for you, no, GOOD FOR CANDLEWICK! Look what can happen when we work together.
Below is part of the proposal by the ICC. Read on and smile! (I highlighted the one area)
Ken Dillenburg
having reviewed the positions of the parties, the Commission notes that the AG’s proposal, to which Staff does not object, is intended to provide relief for those residential customers in the Candlewick and Oak Run areas who have been shifted to ¾-inch meters and would be subject to the customer charge applicable to that meter size once rates are approved in this proceeding.
The Commission also observes that these two divisions are in different consolidated rate groups in Staff’s consolidation proposal.
In the Commission’s view, although the workings of the AG proposal to “moderate the meter differential and phase in the AWWA meter ratios more gradually” are not clear, the Commission believes that some relief for these residential customers would be appropriate.
Accordingly, for those residential customers in the Candlewick and Oak Run divisions who have been placed on ¾-inch meters, Aqua shall offer the customers an opportunity to switch back to a 5/8-inch meter, and 5/8-inch meter customer charge, at no charge for making the switch, unless the 5/8-inch meter is not operationally feasible for that customer. For a customer who elects such a switch, Aqua will be permitted to leave the larger meter in place if Aqua chooses to do, but in that situation the customer will be charged the customer charge applicable to the 5/8-inch meter
