O.K., so here’s the thing………..



The Candlewick Pride was formed originally with the purpose of stopping the push to incorporate our community and to support our association. We have been true to our goals.
During last week’s Pride meeting part of the discussion revolved around something that has been bothering me for a while and I found others share my concern. We are no different than any other group in the fact we do not always agree on all issues, much as the Candlewick Board does not always agree. In both cases the goal understood by all is the betterment of the community but the action specifics are at times different.
I have written here for a long time and I have tried to make it clear my writing reflects my feelings only and not necessarily the opinion of the Pride as a whole. Same thing with the Candlewick Board. I can not speak for the board any more than I can for the Pride. So many people believe what I write is Pride consensus and that is not necessarily the case. I have mentioned this before but it doesn’t seem to stick.
This situation must be remedied and the only way to make the case is to change the name of the blog and start anew. I want to be able to relay my thoughts without repercussions to Pride members so I am going to start a new blog called the Candlewick View. The link in the post above will take you to the new site where I can share without worrying if I am putting other group members into an uncomfortable situation.
The Pride Group is as strong as ever but I feel this is necessary and it will also free me to be able to make points I have at times avoided in the past for the above stated reasons. Week ending 10/28/2012

Rescue Calls
Public Safety responded to the 600 block of Marquette for a subject with stomach pain.  The subject was subsequently transported for treatment.
Public Safety responded to the 700 block of Marquette for a subject suffering a possible stroke.  The subject was subsequently transported for treatment.
Public Safety responded to the 200 block of Candlewick Blvd. for a subject with severe back pain.  The subject was subsequently transported for treatment.
Public Safety responded to the 500 block of Pembroke for a subject with a fever.  The subject was transported for treatment.
Public Safety responded to the 1500 block of Candlewick Dr. for a subject having difficulty breathing.  The subject was subsequently transported for treatment.

Suspicious Activity
Public Safety responded to the 300 block of Candlewick Dr. Upon arrival the vehicle was gone from the area.
Public Safety responded to the 100 block of Hastings for a report of an open door to a vacant house.  The Sheriff’s Department was called, the building was checked and secured.
Public Safety responded to the 200 block of King Henry for a report of a subject attempting to break into a vacant house.  It was determined they were only looking at the property.
Public Safety responded to a call of a traffic crash in the 1600 block of Candlewick.  The subject attempted to flee but was subsequently apprehended by the Sheriff’s office with assistance from Public Safety.

Attempt to Locate
Public Safety responded to the 500 block of Pembroke for a report of a child who walked away from his residence after an argument.  The child later returned while Public Safety was there.

Noise Complaints
Public Safety responded to the 100 block of Heathcliff for a report of a noise complaint.  Public Safety warned the property owners and the music was turned down.
Public Safety responded to the 400 block of Staffordshire for a report of loud music.  Public Safety responded spoke to the property owner and the music was turned down.

Off topic Saturday




When I was a teen finding a job was more like picking what a person wanted to do. I was hired immediately when applying to my first two part time jobs and I was far from alone. All my friends also had no problem in that area. How times have changed and therein to a great degree lies an underlying problem.
Even a part time job teaches responsibility, customer interaction, money handling (in some jobs), prioritizing, and learning to handle one’s personal finances. Currently even part time jobs are so scarce teens are fortunate to find one. Where are these young folks going to find career paths or learn necessary skills?
My second part time job was in a supermarket and as it turned out retail was my occupation for almost all my working life. I didn’t go to college so had I not learned a field I have no idea where I would have ended up. Not all kids go to college. I worry for those now in the teen years.
How do we correct this? I have no idea.  Ken

Just a reminder of good family fun!

 Our Tuesday evening special board meeting was held for the purpose of a presentation by our lake manager (Joe Rush) and Rebecca Olson regarding a grant opportunity for our lake. The grant is for over $80,000 of which we would need to match something like 40%, some of which could be covered by our volunteer labor.
  Some problems seem evident. The grant would be for nothing but planning, no actual physical benefit to our lake at this time. In order to apply for future grants for actual physical lake and watershed work there would be thousands more in grant writing fees. We also would have to pay the entire amount as it accrues then bill the Feds for reimbursement. None of this is budgeted and CICCA requires that certain unbudgeted expenditures must be paid through a special assessment to the P.O.s. To find out if we can even do this it will take a legal opinion that will also cost us (you). 
  Your board did not act on the proposal at the meeting, just too many facets to digest in a little over an hour. I told the presenters they could expect an answer by our next regular board meeting. They indicated it is possible we could lose the opportunity by then. I for one am willing to take that chance rather than jump into something like this blindly. I am but one person and one vote so the decision will be made by the entire board with input from the lake management commission.
  I will keep you advised as this develops.

Leaf drop-off & Trick or Treat

 A busy weekend coming. I can't believe it will already be Candlewick's designated Trick or Treat date Sunday from two until six p.m. If it is like most years buy one heck of a lot of candy! Rules are the same as prior years. No candy = porch lights out.
 Saturday morning will be the leaf drop off (the first of two). Bring your leaves to maintenance starting at 9 (until noon) and the volunteers will dispose of them for you. I hope we see some new volunteer faces. This is a real convenience for our P.O.s. Thanks to Jim Brefeld and Ed Ferkel for heading this up.

On January 1, if Congress hasn't gotten its act together, the talk of the “fiscal cliff” becomes reality. It won't be pretty as federal spending falls and federal taxes rise. The impact will be gigantic – enough to send the country back intro recession so the thinking goes among many economists.
“The looming fiscal cliff would strain already-tight government revenues. In the long-run, this means that federal, state and local governments will need to find more ways to fund themselves. We all know what that means: increasing taxes and reducing benefits that will place a larger financial burden on working families, and particularly on retirees and those nearing retirement,” says Mitch Adel, a lawyer specializing in elder law and financial planner with Cooper Adel & Associates.

Week Ending 10/22/2012


Suspicious Incidents
Public Safety responded to a call of person(s) unknown setting wood within a fire pit ablaze overnight. There was no physical damage to any property other than the wood.
Public Safety responded to a call of Halloween decorations being tampered with. The vandals are unknown.
Public Safety responded to the 500 blk. of Lamplighter Loop for a report of vandalism to Halloween decorations.

Rescue Calls
Public Safety responded to the 100 blk. of Lamplighter Loop, a resident had slipped and fell backward. Due to prior back history, there was a great deal of pain. Capron rescue arrived to assist.
Public Safety responded to the 100 blk. of Rockaway for a resident suffering from Emphysema. Capron rescue transported the resident to the hospital.
Public Safety responded to the 1500 blk. of Candlewick Dr. for a resident having trouble breathing. The subject was going to be transported to the hospital by friends, but the Public Safety Officer convinced them to wait for Capron rescue who was enroute. Capron transported the resident safely to the hospital.

Missing Child
Public Safety responded to the 1200 blk. of Candlewick Dr. for the report of a missing child (teenager). Working with the Boone County Sheriff’s Officer, the Public Safety Officer was able to locate and speak with the missing youth via telephone. The youth promptly called home, assuring the parents he was fine.

Thefts/ Vandalism
Public Safety was able to clear several cases of thefts and vandalism in neighborhoods located in the northeast quadrant of Candlewick Lake. The offender was released to the parents.
Public Safety took a report of two (2) stop signs which had been vandalized: graffiti.

Criminal Trespass
Public Safety located several vehicles which had entered Candlewick Lake illegally and in violation of the CWL ordinance. They were asked to check in and abide by the rules.
Public Safety responded to a call of a possible residential break in located in the 200 blk. of King Henry. Upon arrival, the Public Safety Officer located and stopped the two (2) suspects. Further investigation revealed these were residents of CWL and were only looking at a house for sale. The Sheriff’s Department was summoned to confirm this story. This incident was initiated by a concerned neighbor who was watching out for suspicious activity in this neighborhood. Good Job!

Sparse crowd but good comments

Well, the Naysayers fooled me. I was loaded for bear and they didn't show up. It was a nice meeting but I was disappointed by the turnout. Your board heard some good suggestions that will definitely be discussed and answers put in the Candlewick Paper, although it is too late for this issue so it
will be the one at the end of November. Thank you to all who took time from their Saturday to attend.

 I have to admit I truly feel badly about the lady who feels she received an unfair citation. She and her husband seem like nice people. A board seat assures you will make enemies of some who disagree with decisions made. Not a great part of the job.

Come on...you all want to hear it


 Don't forget tomorrow (Saturday) morning will be the town hall meeting beginning at 10 a.m. in the rec center. If history is any indication you will be able to hear for yourselves in person what a terrible, lying, cheating, disgusting son of a gun I am and why the Naysayers are sure I need to be banished from the board if not tarred and feathered. I know I am looking forward to it. I wouldn't miss it for the world.











Let's have a good turnout and when the anger session is finished we can hear some constructive ideas as well as thoughts about ways in which we can serve you better. I hope to see you there.

The road to ruin...off topic

The shift to cradle to grave government subsidization can not be sustained. Elected officials are afraid to address this head on because they are afraid of losing votes and being called uncaring. The day of reckoning comes closer constantly. Personal responsibility must be reestablished. Read on. It is shocking. Without welfare we would have a balanced budget.   Ken


The government spent approximately $1.03 trillion on 83 means-tested federal welfare programs in fiscal year 2011 alone — a price tag that makes welfare that year the government’s largest expenditure, according to new data released by the Republican side of the Senate Budget Committee.
The total sum taxpayers spent on federal welfare programs was derived from a new Congressional Research Service (CRS) report on federal welfare spending — which topped out at $745.84 billion for fiscal year 2011 — combined with an analysis from the Republican Senate Budget Committee staff of state spending on federal welfare programs (based on “The Oxford Handbook of State and Local Government Finance”), which reached $282.7 billion in fiscal year 2011.
The data excludes spending on Social Security, Medicare, means-tested health care for veterans without service-connected disabilities, and the means-tested veterans pension program.

Synopsis of the latest Board meeting



I mentioned in the last post some of the open forum shenanigans so I will leave that out. Sandy Morse reported over 1000 pounds of produce went to the food pantry from the Candlewick community garden as well as several hundred pounds used in Candlewick. Next year they hope to have raised planting boxes. A lady commented on her disappointment with the board's decision as well as citation review to dismiss a citation she felt was invalid. Movable speed humps were discussed and it was reported those are being investigated along with other speed control possibilities.

Now on the the regular meeting........
Lake management reported the burning of Friendship point has been delayed but will be happening along with new plantings of indigenous species to help with lake loading. The alum treatment is still on the front burner and it is to be put in next year's budget. There is consideration of establishing a walleye hatchery in the sedimentation pond by the golf course (still in the discussion stage).
Karl Steiskal reported the rec commission is starting many new programs, some of which have already been announced, including ballroom dancing that was actually going on in the gym during our meeting. He also asked for permission to start new programs as long as they were no cost without getting board approval prior. This was passed with the condition all will be ratified by the board and the G.M. Is to be sure we are not adding liability.
Chuck Corso reported the golf season is winding down so discussions are now on next year's opportunities and challenges.
Roads report indicated we are hiatus until next spring when all planning will re-start. Most ADHOC members have been contacted and asked to join the new permanent commission. Road shouldering work continues as weather permits.
Jeff Lutzow reported our current cash and investment assets sit at about $3,730,000 so we are still very solvent in our reserves and operating funds. Operating is currently under budget (to the good) by about $38,000. Bad debt had to be written off in the amount of $1,827.79. Sandy Morse was voted in as second alternate to the commission.
Don Parisi reported Karen Pearson has left the ECC due to a move out of state. She has been a long standing and valued member. John Bednar has been voted in as a standing member. The committee is accepting applications for an alternate. Rich Rathke is Chairman and John Bednar is the co-chair now on ECC.
A viscous dog rule had been discussed in the public safety meeting but it was decided the county rule is strict enough and we will follow that.
Chamber of Commerce membership was revisited and with the additional benefits pointed out the membership will continue.
Judy Rio asked for use of the multi-purpose room for a benefit for the food pantry. Granted.
Four new workstations were authorized to be purchased since the current ones were several years old and were not able to operate properly or use the new software effectively.
Stone will be added to the dam as needed within budget constraints as well as more stone in some other areas. This is a yearly necessity and with the lake low this is the perfect time to do so.
Savannah Oaks hours was discussed and the hours will be curtailed substantially during the winter months as a money saving action. Hours will be announced here as well as through other outlets soon.
A request was received asking for permission to solicit door to door inside Candlewick by a political candidate. Denied.

HEY!!!...YOU CAN’T SAY THAT!!!


As expected the Naysayers once again explained what a terrible person I am during their time at the mic. That is fine but it is too bad they have a problem understanding my posts here. My statement a few days ago that I don’t think they grasped was raised and was interpreted (he said) as an attack on one of their sets of their parents. Had they been able to understand my post it was just the opposite, indicating their parents must have shown them a better way to act in public but it obviously didn’t sink in. I asked the speaker to publicly read the post but he of course did not. I am sure his parents insisted upon him being taught to read.
What this boiled down to is they don’t like the truth and my opinions being written here for all to read and if they had their way this site would cease to exist. I told them I will not be intimidated or change my actions. I also told them if they want me off the board there are procedures to facilitate that and I would suggest they begin them because I am not changing. Most P.O.s agree with most of my stands and if the Naysayers don’t like the truth don’t read my writings or listen to me speak.
Another of them questioned the road work accomplished so far this year. His questions were more logical about the shouldering and areas by buffalo boxes not being level plus some waviness in roads. I must admit I had no idea what a buffalo box is but Mark, our maintenance supervisor, covered the answer for me. The shouldering work continues. He is not all wrong with the waviness aspect. That is due to short rolls when flattening the paving. This could have been avoided by shutting down Candlewick Drive while doing the long paving stretches. We allowed the shorter rolls to make driving more convenient for the residents. Correct way to go? I am not so sure. This is a learning process since this was the first year. Shouldering next year should also be done before paving. Live and learn. The comment was made we were taken again. That I don’t agree with but was it a perfect first year? Nope.
More to come later today about the rest of the meeting actions. It will probably be later this afternoon since I am tied up this morning. Have a good day and keep your powder dry.

Right on forecast

Social Security will go up by 1.7% next year. Not nearly enough to cover increasing costs for everything from healthcare to food and gas. Younger readers may not react to this story but realize, these increases are compounding so any low year will carry forward to the time you will be collecting. See excerpt below.  Ken


NEW YORK (CNNMoney) -- Social Security benefits will rise by 1.7% next year, which won't be quite enough to cover the increase in prices over the last year.
The increase announced by the government Tuesday is less than half of the 3.6% rise in benefits that beneficiaries received this year. But it's better than the previous two years, when benefits did not rise at all.

CWL BOARD TO HOST TOWN HALL MEETING
Saturday, October 20th

Recreation Center

Purpose:
·         To give community members more access and input to the Board of Directors for the betterment of the community as a whole.

Each resident will be given the opportunity for a one-time five minute presentation of their questions/concerns/ideas to the BOD. Please come prepared. It is highly suggested that each resident addressing the Board have a prepared statement or written outline to facilitate the presentation.

Format:
·         Should you wish to make a presentation to the Board please sign-up as you enter
·         Each individual who signed-in will be called up in that order and asked to come to the podium to state their name and address and then begin their presentation.  If there is any printed material you would like the Board to have please give it to them at the start of the presentation
·         Board members will listen and take notes of these questions/concerns/ideas
·         This is not a question and answer session. Answers may or may not be given at this time as it is an information gathering session;  however, should a Board member want to comment, question or supply an answer they will do so
·         Excessive talking amongst attendees will not be tolerated. Outbursts and vulgar language will NOT be allowed and you will be asked to leave

This is the second such Town Hall Meeting and the format may be tweaked in upcoming sessions. In order to make this an effective venue all that attend are asked to work in conjunction with the Board. Questions, concerns and ideas, along with replies from the Board, will be printed in an upcoming edition of the CWL newspaper.
