Holiday's over...back to basics

I have a very basic question for everyone to ponder today if you will. Almost without exception cities are currently in crisis mode with deteriorating tax bases and increasing costs, some of which are out of their control through contract terms and government mandated expenses.

Think about this.........had we incorporated five to ten years ago do you really believe our city would have been managed so well with expenses so controlled that we would be the only city I know of in our economically depressed area to be in good financial shape? I don't think anyone can really believe that in their heart of hearts no matter how much they want to say they do. We are one very fortunate home owners association to be in our current position.

Now let's look into the future. Should we currently incorporate where will we be ten years from now? History can be an effective teacher. My prediction would be we would have major bond indebtedness from borrowing for projects and scrambling with no commercial tax base trying to survive with little other option than a referendum for a tax increase after levying the 5% maximum increase available. Realism and hard facts can be difficult obstacles for those wanting to change a system that is working.
